CES Consultants was retained by the School Board of Broward County to provide Debris Monitoring Services for natural disasters. CES will assist the SBBC with services designed to help maximize disaster recovery funding and disaster debris monitoring services from all available sources, including the State of Florida and the Federal Emergency Management Association (FEMA). The five- year contract scope also includes providing assistance with expediting recovery processes and serving as general consultant. Services include but are not limited to: 

 

Scope of Services for Disaster Debris Monitoring Services 

  • Disaster debris monitoring services for debris generated from SBBC schools and designated district sites. 
  • Coordinate daily briefings, work progress, staffing and other key items with SBBC as required. 
  • Selection and permitting of Temporary Debris Sites along with permitting/regulatory issues as necessary. 
  • Scheduling work for all team members and contractors on a daily basis. 
  • Hiring, scheduling and managing field staff. 
  • Monitoring recovery contractor’s operations and implementing recommendations to improve efficiency and speed up recovery work. 
  • Assisting SBBC with responses to public concerns and comments. 
  • Certifying contractor’s vehicles for debris removal using methodology and documentation practices appropriate for contract monitoring. 
  • Provide a database to house SBBC data pertaining to load tickets and will be responsible for entering load tickets. 
  • Digitization of source documentation (such as load tickets). 
  • Developing daily operational reports to keep the SBBC informed of work progress. 
  • Development of maps, GIS applications, etc. as necessary. 

 

Scope of Services for FEMA Public Assistance/Disaster Management Consultant Services 

  • Develop a comprehensive mitigation program to include development of mitigation plan(s), staff training, cost benefit analysis, project management, environmental review and staff augmentation 
  • Emergency and permanent work for debris removal, emergency protective measures, roads and bridges, water control facilities, public buildings and contents, public utilities, and parks, recreational, and other facilities 
  • Assistance in attaining Immediate Needs Funding 
  • Appeal services and negotiations Provide technical advisory services related to recovery from disasters/ staff augmentation with experienced Public Assistance Coordinators and Project Officers 
  • Develop and implement strategies designed to maximize federal and state assistance 
  • Provide expert programmatic and policy advice on Federal disaster relief programs 
  • Provide support for strategic planning and coordination of all recovery efforts 
  • Work with State Agencies, and FEMA to obtain appropriate assistance 
  • Prepare correspondence to Federal and State agencies as required 
  • Review purchasing documentation to ensure cost recovery 
  • Review documentation prepared by SBBC Departments 
  • Provide assistance with capturing and summarizing eligible costs for SBBC Departments 
  • Project worksheet generation and review 
  • Provide assistance in compiling backup documentation required in processing project worksheets which will be presented to the State of Florida and FEMA 
  • Provide assistant in compiling backup documentation utilized in filing insurance claims 
  • Attend meetings on behalf of SBBC to negotiate individual project worksheets. 
  • Provide assistance and oversight to SBBC’s Risk Management Department in handling complex insurance claim involving possible FEMA recovery 
  • Work with and on behalf of SBBC’s Risk Management Department to resolve disputes with the State and/or FEMA 
  • Develop and present appeals to the State and FEMA on behalf of SBBC 
  • Work to maximize cost recovery from all available sources.
