CES provided program management and general engineering services for the North Terminal Development (NTD) project, a construction program to join the 11 gates already in operation at Miami International Airport. Thirty-nine additional international and domestic gates opened in phases, for a total of 50 gates. The work included a new 400,000 SF Federal Inspection Services area with 72 service lanes that has the capacity to process3,600 international passengers per hour. To facilitate passenger connections within the new one-mile long terminal, an automated people-mover with four stations was built. The people mover can transport 9,000 passengers per hour. The North Terminal is occupied by American Airlines and its One World Alliance and Code Share airline partners and integrated American Eagle’s operations. The scope of work included: General Engineering, Construction Management, and Inspection Services; Quality Control for all Phases of Work (i.e. Construction, Testing, Electrical, Architectural, Structural, Roofing, Water Proofing, etc.); Quality System Documentation; Inspection of all Materials and Products; and Non-conformance Documentation and Corrective Action Follow Up.

CES, as part of the Owner’s Representative team, managed weekly coordination meetings and, through these meetings, discovered that the client was being billed for excess materials which were not used by the contractor. This yielded a credit of substantial value back to the client. Work Types included: Materials Testing; Inspection; Aviation; QA/QC; Owner’s Representative; Document Management; Electrical; Structural and Infrastructure development.

Specialized Services Included: 

  • Project management, tracking and reporting of contracts and projects status; daily inspections and logs; and document daily progress and quality of construction work
  • Provided day-to-day oversight and direction for the CIP and specific projects
  • Coordinated with other contracted design professionals and consultants and provided support functions not limited to deliverables, review of service orders/invoices, change orders, change order management and commissioning
  • Produced monthly progress reports
  • Worked with client to establish and implement a physical and electronic central documents library and document management system
  • Reviewed project verification and design documents, conducted constructability reviews, reviewed construction documents and provided bid phase services, including legal review coordination, bid tabulations and submittals review
  • Oversaw and supported the design and construction phases, prepared modifications and updates to standards and conduct claim analysis
  • Provided construction managers, construction coordinators, construction engineers, commissioning and start-up specialists, inspectors, safety officers and other support personnel for the successful execution of the projects and program
  • Processed and recommended approval of progress payments including allowance account and change orders.
