The Jackson Health System Miracle Bond Building Program was an ambitious, system-wide facilities overhaul. Spanning over 200 projects, it encompassed hospital renovations across all Jackson Health System (JHS) facilities, including Jackson Memorial Hospital Main Campus, the new Jackson Rehabilitation Hospital, Jackson North, Jackson South, and the newly constructed Jackson West Hospital in Doral, Florida, and dozens of smaller renovations and enabling projects. At its inception, this was the largest healthcare construction program in the United States, driven by the Public Health Trust Jackson Hospital’s vision for an extensive rebuilding initiative.
As Program Managers, Construction Managers, and Construction Engineering Inspectors working under the prime, AECOM, CES’s responsibilities included:
Program Development & Execution
- Designed the program delivery methodology, including scope, schedules, and budgets.
- Developed and maintained the Master Program Schedule and provided budget/cost data.
- Collaborated with JHS and e-Builder to implement an electronic central document library.
- Reviewed schedule updates, baseline schedules, and time impact analyses (TIA).
Major Construction & Renovation Projects
- New 100-bed acute care hospital.
- New Rehabilitation Hospital.
- New urgent care centers throughout Miami-Dade County.
- Replacement of 25 air handling units in patient-occupied spaces.
- Main Campus Central Energy Plant hardening, upgrades, and expansion.
- Complete renovations of Jackson Hospital’s original patient units.
- Vertical ICU expansion above the main operating suites (adding 54 ICU beds).
- Modernization and replacement of 23 elevators.
- Dozens of enabling projects.
Engineering & Design Management
- Provided MEP (Mechanical, Electrical, and Plumbing) support for:
- Design standards and criteria development.
- Design schedule management and quality control oversight.
- Plans and design review, including tracking and resolution of comments.
- Submittal approvals.
- Addressed site considerations such as topography, parking requirements, and other infrastructure planning needs across all JHS campuses.
- Reviewed all planning, programming, and design documents for compliance with contractual requirements and alignment with JHS’s strategic objectives.

With a total program cost of $1.4 billion, the Miracle Bond Program successfully revitalized Jackson Health System, ensuring state-of-the-art facilities, expanded healthcare access, and modernized infrastructure for the community.
Since the project’s completion, CES has further strengthened its expertise, now including the original Program Executive, Senior Program Manager Lead, and Senior Project Manager Lead who helped develop and launch the initiative.
Specialized Services Included:
- Created a multi-project RFQ for Architectural Services with six separate awards through a single RFQ Procurement, a first for the Public Health Trust Procurement Department.
- Created a multi-project RFQ for Construction Managment Services with six separate awards through a single RFQ procurement a first for the Public Health Trust Procurement Department.
- Programmed the sequence of projects, project scope verification, project design development, development and management of the CIP master schedule, task schedules, and budget/cost oversight of project elements.
- Project management, tracking and reporting of contracts and projects status; daily inspections and logs; and document daily progress and quality of construction work.
- Provided strategic day-to-day oversight and direction for the CIP and specific projects.
- Identified projects and propose mitigation and solutions.
- Assisted in preparation and maintenance of the Program Management Plan.
- Provided cost estimates and schedule of values.
- Assisted with developing contract language and contract negotiations.
- Assisted with plan review function and any Interagency Memorandums of Understanding.
- Coordinated with consultants for cost estimating and review schedule of values of projects.
- Coordinated with other contracted design professionals and consultants and provided support functions not limited to deliverables, review of service orders/invoices, change orders, change order management and commissioning.
- Produced monthly progress reports.
- Worked with client to establish and implement a physical and electronic central documents library and document management system.
- Conducted value engineering.
- Coordinated permits requirements reviews with regulatory agencies and other authorities having jurisdiction.
- Reviewed project verification and design documents, conducted constructability reviews, reviewed construction documents, and provided bid phase services, including legal review coordination, bid tabulations and submittals review.
- Oversaw and supported the design and construction phases, prepared modifications and updates to standards and conduct claim analysis.
- Provided construction managers, construction coordinators, construction engineers, commissioning and start-up specialists, inspectors, safety officers and other support personnel for the successful execution of the projects and program; and,
- Processed and recommended approval of progress payments including allowance account and change orders
