- Disaster Debris Monitoring Quality Assurance
As a sub to Thompson Consulting Services, CES provided oversight, management, documentation and reporting of 2.5M cubic yards of debris removal during disaster response recovery program shortly following Hurricane Irma. CES mobilized, within 48 hours of assignment, a 45 plus person team of Operation Managers, Environmental Consultants, Environmental Field Technicians, Field Supervisor and Monitors. Scope of work included: damage assessment; training; emergency planning; observe the day- to-day operations performed by debris removal vendors to ensure that workers are performing eligible work in accordance with FEMA and all applicable Federal, State, and local regulations; reported on issues requiring action such as safety concerns, Vendor non compliance and equipment use; accurately measured and certified truck capacities; properly and accurately completed and physically controlled load tickets in tower and field; made sure that trucks were accurately credited for their load and that trucks were not artificially loaded; made sure that hazardous wastes were not mixed in loads and that all debris is removed from trucks at debris management sites; validated hazardous trees, including hangers, leaners, and stumps; reported if improper equipment was mobilized and used, and if Vendor personnel safety standards were not met; made sure that only debris specified in the Emergency Debris Removal contract was collected including mixed debris, vegetative debris, construction and demolition debris, vehicles, vessels, household hazardous waste, electronic waste, leaning trees, hanging limbs, stumps, and carcasses; made sure that debris Vendor work was within the assigned scope of work and reported if debris removal work did not comply with all local ordinances as well as State and Federal regulations (i.e. proper disposal of hazardous wastes); reviewed the debris hauler’s deliverables and invoices.
Additionally, CES staff managed staff schedules and work assignments; coordinated safety meetings and training; made sure there was staff and contractors strictly adhered to Safety Plans; conducted quality control inspections and reviewed staff reports and documentation on Load Calls, Truck Scanning, Truck Certifications and Measurements; reported issues that required action (safety concerns, Vendor non-compliance and equipment use); provided technical advice to the District and support debris management center operations; established debris assessment processes to define scope of damage; provided technical assistance related to the FEMA Public Assistance Program, and training on the regulations, policies and procedures of FEMA; provided management services for the debris removal and disposal operations of all eligible debris from designated locations including right of ways, staging areas, etc; coordinated with other consultants; acted as field liaison addressing questions from residents explaining clean-up procedures and time frames; and attended walk-throughs with City and SWA.
